The TSA's plan was to effect ALL U.S. long flights from August 3, 2003 until September 30, 2003 — TWO MONTHS. With no evidence, the government wrongly argues nine days on Las Vegas flights only. These two government reports prove otherwise:

"The [Federal Air Marshal Service] officials said that these program reductions would have continued for the remainder of the 2003 fiscal year, but the restoration of the $8.7 million in late July 2003 permitted them to restore the level of overnight stays, longer duration flights, and advanced training programs."
"The FAMS Director began to reduce scheduled air marshal coverage on cross-country and international flights at the end of July 2003, to be effective August 3, 2003."
